Arrangements: A memorial service will be held at 11 a.m. Dec. 10 at City Park Church (1725 W. Mulberry St., Fort Collins, CO 80521). A lunch will follow the service.

Appointment information: Rev. Penner was ordained as a deacon in 1970 and as an elder in 1972. He served Minnesota churches in Frazee, Vergas, Burnsville (Grace UMC), St. Cloud (Grace and Graham UMCs), Tracy, Duluth (Chester Park UMC), Olivia, and Barnum. He retired in 1999.

Rev. Penner is survived by his wife, Shirley Penner; his sons, Mark Penner (Theresa McIntire) and Chris Penner; and two grandchildren.
