Arrangements: Service arrangements are postponed per pandemic guidelines.

Ms. Dowell served from 1982 to 1987 as the first lay person and first woman in the role of conference council director for the Minnesota Conference (a pre-cursor to the current role of director of connectional ministries). Ms. Dowell was also the director of outreach for the Minnesota Conference from 1978 to 1981 and served as a General and Jurisdictional Conference delegate.
